The Governors of Ceylon and the Straits
Settlements have agreed in principle to this proposal. Lord Milner would suggest,
therefore, that supplementary regulations
should be issued in continuation of the
regulations forwarded in your letter of the
17th December last, providing that Naval officers
within the limit of age there laid down shall be
